Since September 2021, when the Permitless Carry, also known as the Constitutional Carry Law, went into effect, Texans who lawfully own a gun can carry it without a license.
The person must be at least 21 years of age to purchase a handgun, but Texans 18 and older can purchase a handgun from another Texas resident in a private sale.
“It’s very easy and simple to buy guns in this state,” said Sandra Guerra Thompson, professor of criminal law at the University of Houston Law Center. “And I think we’ve made that more and more clear, especially in the last year with the Permission-Carry Act, which basically eliminated all safety requirements when buying handguns.”
There are also other exceptions that allow an 18-year-old to purchase a gun if they meet certain requirements and have parental consent.
Texas is among the most states that allow an 18-year-old to legally purchase long guns, including shotguns and rifles, and their ammunition.
According to the Giffords Law Center’s Annual Gun Law Score Card, Texas received an F. Allison Anderman of the Giffords Law Center for Gun Violence Prevention said Texas ranked 14th for the weakest gun laws in the country compared to other states.
“States like Texas that don’t require a license to purchase firearms have higher rates of gun homicide and suicide, so passing this law would be a step in the right direction,” Anderman said. “Also the ban on assault weapons and large-capacity magazines.”
This followed several law enforcement agencies confirming to ABC News that the suspect in the Uvalde shooting, Salvador Ramos, had legally purchased two rifles after turning 18 and carried out the second worst school shooting in US history.
