An ABC13 photojournalist captured video of a window from the tower, apparently broken, with curtains hanging from it.
Police have cordoned off streets in the area until more information is available.
Eyewitnesses can see the activity from the upper window.
The suspect is currently in custody, it is unclear what caused the deadlock.
There were no reports of any injuries, and no further details were released.
