Mr. Biden said his plans to allow Medicare to negotiate prescription drug prices, cap the price of insulin at $35 per vial and provide more clean energy tax credits to energy producers and consumers would help bring inflation down further, and stressed that the enactment of his tax plan would make these things possible while discouraging families earning less than $400,000 a year from paying higher taxes.

He contrasted his plan with a blueprint for a Republican agenda released by National Republican Senatorial Committee Chairman Rick Scott earlier this year, which Mr. Scott called “ultra-Maga Agenda,” based on ex-President Donald Trump’s campaign slogan “Make America Great Again.”

“Let me tell you about this ‘ultra maga agenda’ — it’s extreme, like most things maga,” he said. “It will actually raise taxes for 75 million American families, over 95 percent of whom earn less than $100,000 a year.”

“Working-class people are going to pay a heck of a lot more — and there’s more to come,” Mr. Biden continued. He explained how Mr. Scott’s plan calls for all federal laws to have a five-year expiration, meaning popular social programs like Social SecurityMedicare and Medicaid would expire every five years and would need to be re-approved by Congress.

Such a proposal, if implemented, would give Republicans an opportunity to achieve long-held goals of taking back the core of Franklin Delano Roosevelt’s New Deal and Lyndon Johnson’s Great Society programs.

“It’s hard to imagine — now millionaires and billionaires and corporations are walking by… I think it’s really outrageous,” he said.

When asked about the Supreme Court’s leaked draft advisory opinion overturning Roe v Wade, Mr. Biden said the Republican rights rollback agenda would not stop at ending women’s abortion rights.
