“There is always an assessment, and it can be exaggerated. I think Arsenal will have their cap and if Manchester United come in and they go over that by £20m or whatever, there’s nothing you can do about that.”

Both Arsenal and Manchester United are big clubs and both will play in the UEFA Champions League next season.

Rice needs to go to a club where he gets better and wins big trophies or at least fights for it on a regular basis.
