OKLAHOMA CITY (KFOR) – Oklahoma Representative Terry O’Donnell announced his resignation as Speaker of the House of Representatives Pro Tempore following his and his wife’s handling at the Midwest City Jail on Thursday.
O’Donnell, R-District 23, and his wife Teresa O’Donnell are all indicted in December on multiple counts in Oklahoma County Court.
He announced on Thursday that his resignation was effective February 2, 2022.
“I will not allow false narratives to distract from the work of the State. But rest assured, I will continue to fight for my district, against excessive federal encroachment by Biden, against procedural misconduct used for political ends, and I will defend my values,” said Terry O’Donnell in a written statement.
The indictment includes the following charges:
COUNT 1 – Violation of a provision of the law governing official conduct.
COUNT 2 – Violation of a provision of the law governing official conduct.
COUNT 3 – Using computer access to violate Oklahoma statute.
COUNT 4 – Perjury due to false certification.
COUNT 5 – Using access to a computer to violate Oklahoma statute.
COUNT 6 – Violation of a provision of the law governing official conduct.
COUNT 7 – Taking something worth in excess of $15,000 by tampering.
COUNT 8 – Conspiracy against the state.
The O’Donnells voluntarily applied to be arrested at the Midwest City Jail.
The bill removed a longstanding rule that the immediate legislative family could not be appointed to tag agencies. It was signed into law in April 2019. Teresa O’Donnell was put in charge of the Catoosa Card Authority in August 2019.
Prosecutors asserted that Terry O’Donnell failed to disclose personal or private interests in submitting the bill, thereby violating the state’s constitution, according to indictment court documents obtained by KFOR.
Teresa O’Donnell was appointed secret service in Catoosa after her mother’s resignation and subsequent death.
Court documents say Teresa O’Donnell previously worked part-time for her mother at the card agency.

“The political organizations in Oklahoma City have their intentions against me and are working to discredit our family and ruin ours. This is the same Washington DC-style partisan politics that has attacked our liberties, values, national history, law enforcement, churches, economy and more.
And just as voters reject these repeated attacks – just as they reject the repeated attacks on President Trump – I believe the Oklahomans will do the same in this case.
It all started when I sought to hold some very influential people accountable for abuses of power. This is the retribution. Although I can’t go into the details of the case, I can only say that we look forward to going to court and being exposed to facts that have been completely distorted or completely omitted.
Those who know us understand that my wife’s mother and grandmother have been running the Catoosa card company for over 60 years. Service is a family legacy, not a crime.
But their attacks won’t work.
My wife and I DO NOT, and WE WILL AGAIN and vigorously defend our integrity.
Today, I also announce my resignation as Speaker of the House of Representatives Pro Tempore effective February 2, 2022. I will not allow false narratives to distract from the work of the House of Representatives. But rest assured, I will continue to fight for my district, against excessive federal encroachment by Biden, against procedural misconduct used for political purposes, and I will defend my values.
