A stranger attacked a 19-year-old man with a hatchet in a Chelsea attack in broad daylight on Monday, new video shows.

The suspect approached the victim – who was riding a bicycle on West 26th Street and Sixth Avenue – just before 10 a.m. and began yelling something incomprehensible, sparking an argument, cops said.

He then brandished a hatchet and struck the teenager in the leg and foot while he was still on his bike, video released later Monday shows.
