Harris County District 2 worker Selina Refugio Valdez was arrested for 3rd DWI two decades after previous arrests

HARRIS COUNTY, TX (KTRK) — An employee of Harris County Pct. 2 Commissioner Adrian Garcia Was Arrested For A Third DWI Making It A Crime.

Selina Refugio Valdez, 59, was arrested just after midnight on Sunday and charged with DWI. Her two previous DWIs came in 2001 and 2002.

Valdez made his court appearance for the first time Monday afternoon. The prosecutor demanded large bail from the hearing officer.

“Because this is a DWI third party, we believe that (Valdez) poses a threat to public safety,” the prosecutor said.

Valdez is one of about a dozen community liaisons who publicly represent Pct. 2 in the community. On her social media, she promotes events, engages in public affairs, and sometimes drives circle cars, although she was not in one at the time of her arrest.

“I am aware of the employee’s arrest over the weekend, even though he was not on county time. We take all matters of this nature seriously and will look into them internally,” Garcia said in a statement to ABC13.

Valdez’s previous DWIs happened two decades ago, but Texas law doesn’t forget that, explains criminal defense attorney Christian Capitaine.

“So you could go back as far as 30-40 years, and if you have a third, it’s a felony,” said Capitaine, who is not involved in the case. “By the time you get a third DWI, the law presumes you have a problem and the consequences are more severe.”

If convicted, Valdez could face two to 10 years behind bars and her driver’s license suspended.

Bond was set at $10,000 and she must adhere to conditions including wearing an ankle monitor and blowing into a locking device before driving a vehicle.

As of Monday night, Valdez had no attorney and no one was answering at her home.
