Democratic California Governor Gavin Newsom went after local officials Wednesday for his reluctance to prosecute the thieves under current California law, CBS 13 reported.

The state was faced with a wave among large-scale thefts, in which thieves rob stores in large groups or smash and take items from showrooms. Retailers have argued that thieves haven’t suffered harsh enough consequences yet, CBS 13 report.

“If someone breaks in, someone steals your property, they need to be arrested. The police need to catch them. Prosecutors need to prosecute them. Judges need to hold those who break the law,” Newsom said, CBS 13 reported. “These are not victimless crimes, and I have no sympathy for these criminals.”

Calling crime “unacceptable,” Newsom CBS 13 said thefts should be prosecuted as misdemeanors or “stacked” with felonies if individuals re-offend, even if what’s stolen is less than $950, CBS 13 reported. However, the governor acknowledged that some officials “choose” not to take such a step.

“I want to see local efforts. I want to see them step up,” Newsom said. He stressed that the state’s budget would “dramatically increase our efforts to pursue these retail rings.”

Both the governor and Attorney General Rob Bonta voiced support for Proposition 47, which reduced certainties steal and drug possession charges ranging from felony to misdemeanor in 2014, CBS 13 reported. Newsom says property crime has dropped dramatically since then.

Newsom before told mayors in the state will be “promoted” following a multimillion-dollar looting at a San Francisco-area department store in November.

Rachel Marshall, a spokeswoman for San Francisco District Attorney Chesa Boudin, agreed that “every player in the legal system and every city agency” is needed to improve their efforts, CBS 13 reported.

“Our office prosecutes cases where the police make arrests; This year, we have filed charges against 80% of the thefts committed by us,” Marshall said, noting that her office “is at the forefront of the retail theft task force, due to the fact that her office is at the forefront of the retail theft task force.” Governor Newsom funds, in dismantling the networks behind organized retail theft”.
