Chicago cop shoots 13-year-old boy in auto-theft chase

A Chicago police officer shot dead and critically injured a 13-year-old boy who was wanted in a stolen car on Wednesday night.

Chicago police were chasing a stolen vehicle on the city’s West Side around 10:15 p.m. when the boy jumped out of the car and fled on foot to a nearby gas station.

Several officers chased him to the gas station and one officer drew his gun and shot the boy, Chicago Police Superintendent David Brown said during a news conference Thursday.

“[The 13-year-old] turned to the officers,” Brown said. “The officer then discharges his gun and hits the person once.”

The child did not fire at the officers, he added.

Several witnesses at the scene told ABC7 that the boy had his hands raised and no gun when he was shot at.

“All of a sudden I see a little guy dressed all in black get out of the car and run to the gas station and his hands were up,” a witness, who asked not to be identified, told the outlet.

“And I saw the policeman run up to the boy and start shooting. This boy didn’t have a gun or anything,” the witness said.

Another witness who spoke to ABC7 confirmed the report that the 13-year-old was unarmed.

“They said, ‘Hands up, hands up!’ The boy’s hands were up. There are other people out there who have seen it. I have everything on my phone – his hands were up. He didn’t have a gun,” the witness said. “They shot him for no reason.”

The boy was given first aid and taken to a nearby hospital where he is in police custody over the stolen car.

According to Chicago’s Civilian Office of Police Accountability, no gun was recovered from the scene. The bureau is investigating the shooting involving officers and reviewing both bodycam footage and third-party video of the incident and its preparation.

A second suspect, who was behind the wheel of the stolen silver 2008 Honda Accord, sped away during a police pursuit and remains at large, Brown said. The car was later recovered on the street.

Police said the Honda Accord was stolen on May 16 when left running with the keys in the ignition. The car thieves then used the agreement to steal another vehicle, a Honda CRV, the next day when it was driving with a 3-year-old girl in the back seat.

The carjackers drove away with the child in the Honda CRV as the mother grabbed her car and was dragged along until she fell and broke her collarbone. The car was recovered about 15 minutes later with the girl safely inside, Brown said.

All officers involved in the incident will be assigned routine administrative duties for 30 days while COPA conducts investigations.

“COPA is committed to a full and thorough investigation into the officer’s use of force to determine whether their actions were consistent with department guidelines and training,” the agency said in a press release cited by ABC7.
