Arrest of Xochitl Ortiz: The former Harris County Precinct 4 Deputy Police Officer is accused of using stun guns on her 3 underage sons

HOUSTON, Texas (KTRK) — A former District 4 Deputy Police Officer remains in the Harris County Jail Friday night facing allegations that she used a stun gun, commonly known as a taser, on her three minor children.

Xochitl Ortiz is no longer an Auxiliary Police Officer. She was released when she was arrested earlier this week.

Her boys, aged 8, 11 and 12, are safe and living with their father.

At a likely court date, Ortiz, dressed in blue at the back of the hearing room, listened silently as a hearing officer detailed the allegations against her.

“The facts are that you tasered each of your children: one on the hand, one on the buttocks, one on the shoulder,” the hearing officer said. “The facts are that the plaintiff witnesses complained of shock and pain and did not feel safe in their home.”

Court records show investigators believe the stun gun belonged to another deputy police officer in Precinct 4. This deputy was also fired but has not yet faced criminal charges.

The incident allegedly happened in early April at the northwest Harris County apartment where Ortiz lives. The children complained to their father, who then reported the incident.

Constable Mark Herman, who hired Ortiz two years ago, released a partial statement:

“On April 14, 2022, my office received a complaint regarding these allegations and immediately launched an investigation. My office worked with investigators in conjunction with the Harris County Sheriff’s Office, which resulted in my office taking into custody ex-Rep. Xochitl Ortiz and transferring her to investigators.”

Ortiz remains in prison on $450,000 bail. In court on Friday, her lawyer protested her innocence.

“I’m just notifying everyone that she’s maintained her innocence. She continues on the path that we will fight this case and she will not accept anything,” said defense attorney Russell Neumann. “I don’t think anything should, would or could happen.”

If Ortiz makes the bond, she’ll be allowed no contact with her children, her ex-husband, and the other fired proxy. She may also have no weapons and less than lethal weapons or items that look like weapons.
