Activists are calling for Harris County Pct. 1 MP to be sacked after video appears showing him braking a cyclist

HOUSTON, Texas (KTRK) – Community activists Quanell X and Dr. Candice Matthews of the Rainbow Push Coalition stood outside the Harris County Precinct 1 office Tuesday demanding the firing of one of her deputies following an incident involving a group of cyclists last Thursday night.

“If you leave him with the force, what will he do next? He has clearly shown that he is emotionally unable to handle wearing the badge,” Quanell X said.

“Alan Rosen, you better fire him or we’re coming back here,” Matthews said.

In video captured by one of the cyclists, you can hear the squad car’s brakes squeal as it appears the deputy “braked” the group.

The cyclist who filmed the video does not want his name used after saying he received online threats after posting it on social media.

The man says the MP also crossed lanes to get into the lane the cyclists were supposed to be in and says he doesn’t feel they received a lawful order from the MP.

“I just think this was inappropriate behavior for an MP and needs to be investigated. And honestly, I’d be surprised if there weren’t any criminal charges brought against him because I feel like he used his vehicle for unlawful use of force,” the cyclist explained.

District 1 Police Officer Alan Rosen released the following statement regarding the incident:

“(Friday) I was alerted to online video of a District One MP attacking several cyclists in the roadway. The short video clip, shot at approximately 10:15 p.m. on Thursday, June 30, 2022, shows the Congressman encountering cyclists in the old area of Sunset Heights, N. Main Street and Cavalcade Street informed the complainant, who, in addition to the deputy’s behavior, also expressed his concern for the safety of cyclists.

After viewing the MP’s dashcam video, which is currently under investigation, it appears that both parties, the MP and the cyclists at the scene, behaved unsafely. The cyclists dangerously collided with other residents, drove into oncoming lanes and took up an entire intersection, disrupting traffic.

I demand a higher standard of professionalism from my deputies, so I have ordered that the deputy’s behavior be thoroughly investigated by our internal affairs department. If, upon completion of the investigation, the deputy’s behavior does not conform to departmental policy, I will take appropriate action. I support cyclist safety and they have the right to be on the road, but I also enforce public safety laws and everyone must obey traffic rules for their own safety and that of others.”

The cyclist, who ABC13 spoke to, said he did not see any unsafe behavior from cyclists that night.

“There (were) about 150 people on their bikes that night and 99.9999% of them were riding within the law and this MP just freaked out,” the cyclist said.

District 1 said the MP’s work status has not changed.
