Ramsey, 30, had his heart set on his return to the Premier League.
And Baldwin is trying to arrange the move before the winter window, according to the Italian journalist Nicolo Schira.
Newcastle are said to have been interested since their £305m Saudi-backed takeover was carried out.
Ramsey is said to earn £400,000 a week in Turin.
And although he will have to take a significant pay cut to return to Prem, he will still command a large salary that Toon will be able to pay.
