Video shows James Francis riding his bike when he was hit by a truck and killed in northeast Houston

HOUSTON, Texas (KTRK) — Houston police have arrested an 81-year-old man and charged him with murder after police said he intentionally ran his truck over his neighbor in northeast Houston.

Arthur Lee Bolar is charged with murder with $75,000 bail. As of Friday evening, he is still in prison.

Surveillance video shared with ABC13 shows the victim, James Francis, riding his bicycle while a red truck follows closely behind. The two made four circles at the corner of Woodlyn Street and Denton Street before Francis was run over.

“No matter what, he hasn’t done anything bad that they make him like this,” said Faith Black, Francis’ neighbor.

Police say Bolar was the driver and intentionally ran Francis over. His truck became wedged in the concrete ditch with Francis underneath. Would-be rescuers had to lie on their stomachs to reach him before rescue workers arrived.

Francis was taken to the hospital where he died, according to an HPD publication.

The police have not announced a motive. Neighbors were unaware of an ongoing feud between the men.

“This man had to have a problem, 81 years old and probably in prison for the rest of his life,” said neighbor Nora Pennington.

At the site of the fatal crash is a memorial with all of Francis’ favorite things surrounding it. According to local residents, he was a fixture in the neighborhood and just a few weeks ago lost his home in a fire.

Francis was living in an RV outside of his burned home before his death.

“We will miss James. We will miss him,” Pennington added.

Bolar’s dedicated defense attorney did not immediately respond to a request for comment.
