However, Mr Raab, who is also the justice minister, said he did not know the truth of the reports based on “all unsubstantiated claims on the basis of anonymous sources”, but if they become to be correct, there will be a violation.
“Until something is proven, until it’s not just anonymous sources, I think we’re chasing the shadows,” he told BBC’s The Andrew Marr Show.
“If there is a rule violation, there is a rule violation.
“But I don’t know the whole truth because I wasn’t there.
“Of course, if there is a formal party being held, of course that is clearly against the guidelines.
“If anyone organizes a party against the rules, of course it is wrong.
“If something unproven from anonymous sources actually comes to fruition, then of course it will be false.”
His intervention will put pressure on Johnson to explain exactly what happened in Downing Street last year, something he has repeatedly refused to do.
