The technology to detect stuck cars will be subjected to more rigorous testing.

Ministers will consider reintroduce tough shoulders on all highways through the night.

Mr Shapps said: “Preliminary data show that smart car road They are one of our safest roads, but it’s important that we go the extra mile to make sure people feel safer using them. “

“It is important that this extra time is spent making these motorways safer – not just evaluations,” said Commission Chairman Huw Merriman.

AA’s Edmund King said Mr Shapps took a “positive and pragmatic” approach.

He added: “While smart motorways will never be perfect, significant progress has been made to make them safer.
