A friend drove Scott to a nearby hospital, where he was later pronounced dead.
Police said an unidentified suspect fled the scene before anyone could see who it was.
However, HPD said surveillance cameras caught a man in the area of the shooting. He has not been charged, but investigators want to speak to him about his involvement in the incident.
He is described as a black man in his mid-20s.
Clear surveillance photos released by HPD show he was wearing a white T-shirt, dark jeans and red shoes at the time of the shooting. He was last seen in a black 2018 Infinity SUV.
Police said the motive and what exactly led to the fatal shooting is unknown.
Anyone with information regarding the case or the identity of the person of interest is urged to contact the HPD Homicide Division at 713-308-3600 or Crime Stoppers at 713-222-TIPS.
