The president of a Florida housing association was arrested Tuesday for allegedly hiding cameras in the flower pot of a unit’s master bedroom to spy on guests, officials said.
Robert William Orr, 59, allegedly abused his authority as president of the Las Brisas Condominium Association in the luxury beach community of Matanzas Shores to sniff out a couple at “various stages of moving out,” the Flagler County Sheriff’s Office said in a statement.
The unidentified couple had stayed at the Palm Coast unit for a full weekend before realizing they were being taped. The woman was packing to leave on August 30 when she noticed a connected USB camera in a flower pot in the master bedroom, police said.
The couple took the camera to police, who found intimate footage of the couple.
The camera also included footage of Orr testing the device in his own unit before placing it in the pot.
“This pervert installed video cameras in a condo he was a janitor for so he could see people without their knowledge or consent,” said Rick Staly, Flagler County Sheriff. “This is a disgusting invasion of privacy.”
The unit’s owner told police Orr looked after the unit while she lived out of state. She said the unit is usually empty but she allows people to stay as guests at times.
Several other spy cameras and devices were found at Orr’s home after police issued a search warrant.
Police are urging anyone who has “allowed Orr unsupervised access to his home” to look for similar spy cameras.
Orr turned himself in at Sheriff Perry Hall Detention Facility on September 6 and was released after posting $20,000 bail. He has no criminal record in the county.
Orr faces quadruple video voyeurism.
