Fayetteville Police Sergeant Arrested for Excessive Taser Use on Suspect: Arrest Warrant

FAYETTEVILLE, NC (WNCN) — A Fayetteville police officer has been arrested and charged following an internal investigation related to the use of excessive force, an arrest warrant shows.

According to authorities, Fayetteville Police Sgt. Francis Terry was the subject of an internal investigation in connection with the excessive use of his taser during a Feb. 26 arrest.

An arrest warrant obtained by CBS 17 for Terry shows he is accused of using his Taser X2 five times in the back of a handcuffed suspect who was lying on the ground.

According to the warrant, suspect Terry, other officers present or the paramedics “did not at any time before, during or after the five cycles of FPD Sgt. F. Terry’s.”

The use of the Taser X2 on the handcuffed suspect “constitutes an assault with a deadly weapon against an already handcuffed person who is at that time physically compliant,” the warrant said.

Terry is charged with assault with a deadly weapon.

CBS 17 contacted the Fayetteville Police Department for more information about the case and the arrest, and was told that the department’s Internal Affairs Division will determine what information can be released.
