Sen. Maggie Hassan’s husband, DN.H., who is currently in a tight race for her spot, played a role in the abusive handling of a sex abuse scandal at an elite New Hampshire high school, according to an independent investigation.
Tom Hassan has failed to adequately deal with allegations of misconduct at Phillips Exeter Academy (PEA) while serving in leadership of the elite boarding and day school in Exeter, New Hampshire, independent law firm Holland & Knight closed in A report published in August 2018 The investigation found that school management failed to establish an effective protocol for students, faculty and staff to raise grievances.
Hassan was Deputy Director of PEA from 2001 to 2008 and Director from 2008 to 2014. During his tenure as principal, the report said his administration’s response to complaints of inappropriate behavior by staff was “ineffective” and “incomplete”.
“This lack of a log reflected that some individuals who experienced varying forms of sexual misconduct at different sites were unable to seek help, or when they sought help, were not treated consistently or fairly,” the statement said Report by Holland & Knight.
“A pattern emerged from these systemic deficiencies, where the PEA failed to respond effectively and appropriately to reported misconduct, investigate and communicate internally about it and, in certain circumstances, failed to report misconduct to the appropriate authorities,” she continued.
In one case, after PEA history professor Richard Schubart admitted to having had a sexual relationship with a student in 2011, Hassan forced him to resign from his position. However, Hassan allowed him to retain ’emeritus status’, attend school events and continue to participate in student life.
It wasn’t until 2015, after Hassan retired and Schubart allowed a second relationship with a student, that PEA officially split from Schubart. Holland & Knight’s investigation revealed that Schubart allegedly had sexual contact with four former students and gave a fifth student an unwanted and inappropriate gift of underwear.
However, Schubart and his wife were appointed to governing bodies as part of Senator Hassan’s 2012 gubernatorial campaign after he was forced to resign from the PEA in 2011, according to the Hassan campaign’s Rockingham County Steering Committee, the Washington Free Beacon reported in 2016.
“My husband and I must both strive to maintain the confidentiality required by our positions, even when speaking,” Sen. Hassan told reporters in 2016, according to WMUR-TV, during her first run for the Senate. “But I felt something was wrong when Mr. Schubart abruptly left the campus.”
“And I should have worked more actively to review and remove him from my public lists of supporters and steering committees,” she added. “And I apologize for that.”
Additionally, Tom Hassan never informed the Association of Boarding Schools of Schubart’s behavior and forced resignation before the group presented the teacher with a prestigious teaching award in 2013. As a result, the group’s board voted to censure Hassan in 2016, The Portsmouth Herald reported.
“Senator Hassan’s opponents attempted to use the same deceptive attacks on her family in 2016,” Hassan campaign spokesman Kevin Donohoe told Fox News Digital in a statement. “Six years later they are trying to bring back these desperate attacks to distract from Don Bolduc’s extremism.”
“That didn’t work in 2016 and will fail again this year.”
Senator Hassan faces Republican candidate Don Bolduc in the upcoming midterm elections in November. The Cook Political Report rates it as a “Lean D” race.
Overall, Holland & Knight’s investigation found that several faculty members who worked at PEA during Tom Hassan’s tenure as principal faced allegations of sexual misconduct or assault, according to the investigation.
At least three of the teachers also had decades-long records of abuse, but because the schools had two separate files — one with human resources and one with the principal’s office — PEA administrators had an “incomplete view” of the allegation history.
“Through this process, Holland & Knight was engaged and 28 investigations were completed,” the report said. “The first of these matters was transferred to Holland & Knight in April 2016 and the last in January 2018.”
“Of those 28 matters, 26 reported misconduct of a sexual nature by a PEA faculty or staff member toward a PEA student, occurring at various times from the 1950s to 2010.”
