Oscar Rosales, 51, was arrested in Ciudad de Acuña, Mexico, according to US Deputy Marshal Welch.
Ciudad de Acuña is located right along the US-Mexico border, across from Del Rio, Texas.
Houston police chief Troy Finner said Rosales was tied up with Cpl. Charles Galloway’s murder was based on video evidence showing the suspect shooting the 47-year-old law enforcement officer.

Harris County District Attorney Kim Ogg said a $60,000 reward was offered for the capture of Rosales.
Initially, authorities had reason to believe he was still in the Houston area.

Ogg also announced two relatives of Rosales were accused of tampering with evidence in the case. According to court documents, Reina Marquez and Henri Mauricio Pereira-Marquez, who have been identified as Rosales’ wife and brother-in-law, allegedly tried to cover up the suspect’s involvement in the case.
A key lead against Rosales, the suspect’s vehicle, was confiscated as part of the tampering charge, Finner said. The pair appeared in Harris County Possible Cause Court on Monday.
Galloway joined Precinct 5 in 2009 and served for more than 12 years, Heap said. He left behind a daughter and a sister.
Most recently, he served in the toll collection department as a field training officer. Officials say he will be remembered by the many deputies he trained and mentored.
According to police, Galloway was attempting to stop traffic around 12:45 a.m. Sunday in the 9100 neighborhood of Beechnut.

He pulled over to a newer white Toyota Avalon, and the driver got out and immediately opened fire at Galloway’s patrol car, investigators said. .
Galloway was shot multiple times and died at the scene of what investigators called an ambush attack.
Indictment documents read in court to Rosales’ relatives said that Avalon was later found at an apartment complex where Rosales’ wife and brother-in-law were found cleaning doors and interiors. ABC13 spoke to neighbors, who said they witnessed the cleanup. Surveillance video obtained by ABC13 shows a man exiting the vehicle. Hours later and after arresting the two brothers, the police towed it away.
Reina is said to have issued a statement to investigators that cleaning products were used inside the apartment.
Both Reina and Henri were under house arrest and were paid $100,000 each.
After the tragedy, city officials are demanding an end to the violence.
“It’s just in general to society. Not just in our region, but across the country. My advice, my appeal to everyone, we should be intentional, damn intentional. , about locking up violent individuals,” Finner said at an earlier press conference. “And leave them. It’s a place for them.”
Galloway was one of three Precinct 5 delegates killed in action. Officials said all three of them were assigned to the toll shift.
