Galloway was fatally shot during a traffic stop at 9100 Beechnut in southwest Houston on January 23.
Investigators said he pulled over a newer white Toyota Avalon, and the driver, identified as 51-year-old Oscar Rosales, got out and immediately opened fire on the vehicle. Galloway patrol, investigators said.
Galloway was shot multiple times and died at the scene in what investigators called an ambush attack.
Rosales was arrested last week at a hotel in Ciudad de Acuña, Mexico. During a press conference, officials revealed that he was a 25-year fugitive from Harris County. He was charged with aggravated assault with a deadly weapon in 1995, but has been paroled and wanted since.
Rosales is also wanted for murder in El Salvador, and officials will be contacting other Central American countries to inform them of his arrest.
Four people have been accused of helping Rosales, including relatives. According to court documents, Reina Marquez and Henri Mauricio Pereira-Marquez, who have been identified as Rosales’ wife and brother-in-law, allegedly tried to cover up the suspect’s involvement in the case.
Galloway left behind a daughter and a sister. He joined Precinct 5 in 2009 and has served for more than 12 years, said Constable Ted Heap.
Most recently, he served in the toll collection department as a field training officer. Officials say he will be remembered by the many deputies he trained and mentored.
Rosales is being held in prison without bond.
