Apartment renters in the Houston area complain that community trash isn’t picked up

HOUSTON, Texas (KTRK) – A number of apartment complex tenants in the Houston area wrote to ABC13 about trucks failing to pick up trash from dumpsters.

Eyewitness News went to check it out and found piles of rubbish, debris and junk strewn near dumpsters at the Lakecrest Village Apartments on Tidwell Road.

“You see (cigarette) nibblers, nasty beds, you already have bed bugs, cockroaches,” says Kevin Wals, who lives next to the garbage.

Local residents said the trash and items surrounding the dumpsters have been piling up for months and have not been cleaned up.

“Stuff like that makes rats come into your apartment,” said Cali Jones, the sister of a resident of the apartment complex.

ABC13 took their complaints to management and a spokesperson provided the following statement:

“Village Apartments management strives to keep the property clean and litter free. We have recently increased the frequency of our regular rubbish collection each week to accommodate the increased amount of rubbish being disposed of on the property. We also continue to communicate with requests from residents not to dispose of items such as mattresses, furniture and other items that are not included in the regular collection by our garbage service provider.”

Residents in Northeast Houston are not alone as the same problem is occurring in an apartment complex in Southeast Houston.

“They dispose of this trash and nobody wants to pick it up,” said Sylvia Lovett, a resident who has lived there for 10 years.

Trash doesn’t just catch the eye of the residents of the Lanesborough Apartments on Cullen Blvd.

“Possums, raccoons, the coyotes. We see everything,” Lovett said.

Another resident shared photos of the animals browsing the dumpster and said she was afraid to throw out her trash at night.

The property manager, who asked not to be identified, told ABC13 the problem was some residents dumping trash illegally.

“There’s only so much I can do within management,” she said. “If they live here and they can’t clean it up, they can’t blame us because I’m paying to bring contractors over here to clear the site.”

The manager shared before and after pictures of clean-up work. In one photo the dumpster and surrounding area is clean and in the next litter and trash surrounds the area.

We asked the manager how to stop the illegal dumping and she said she wasn’t sure and just as frustrated but she hoped to put surveillance cameras in the parking lot.

Lakecrest Village Apartments and Lanesborough Apartments use the same private contractor, Waste Connections of Texas, LLC, to collect garbage. A spokesman said they recognize that the apartment complex has a large amount of bulky waste on their property, but the service they offer does not include the removal of litter or bulky items (such as sofas and mattresses) that are outside of the containers or inside the containers housing for waste containers are left behind.

A spokesman for the city of Houston said if residents want a further investigation by the Solid Waste Management Department, they should call 311. In order for them to determine if the apartment complexes are facing inspection violations, a formal complaint must be filed.

Waste Connections of Texas, LLC also submitted the following statement:

“Waste Connections of Texas, LLC offers a commercial waste collection service to Lakecrest Village Apartments from our Houston North location. We service this account through a broker who administers the apartment’s waste disposal contract. We service five 8 yard dumpsters on Monday, Tuesday, Wednesday and Friday, four days a week. We have consistently provided a full service to their containers including all scheduled maintenance this week. The service we offer includes the removal of standard municipal waste, which is placed in our containers. Our service does not include the removal of rubbish or bulky items (such as sofas and mattresses) left outside the containers or in the rubbish container enclosure. We are aware that the apartment complex has a large amount of bulky waste on its property outside of its containers. We have provided the complex broker with solutions for this waste disposal, but have not yet received approval for our proposed solutions. Waste Connections of Texas, LLC also offers Lansbourough Apartments a commercial garbage collection service from our Houston South location. We service four 8 yard dumpsters three days a week, Monday, Wednesday and Friday. We have provided this customer with a consistent service with the same waste disposal contract which states that we will dispose of all waste found in the containers. Bulky items and rubbish on the floor around the container are to be maintained by the customer. We are happy to offer additional pickups and increase the number of service days to accommodate the excess waste. We will continue to provide our customers with a consistent service and look forward to finding amicable solutions to their bulk and surplus waste needs.”
